Our social structure is changing drastically and rapidly. It is due to the progress of networking by the maintenance of the information-communication infrastructure that is represented by the information super high way plan of the USA and Internet. And it's because the management ability of the terminal improved and the price of the terminal fell down and came to be used widely. And it's because a terminal was downsized and a cellular phone came into wide use and that learned to carry a terminal easily. As that result, we are being liberated from "place","time","organization", and individual behavior and activities are changing. In such a social environment, it becomes important that we are concerned actively with the information by preparing the environment of the communication and forming a virtual community, and that we know that all can't be transmitted only with information and know that the community is necessary in which we touch each other actually, and that we directly touch the environment including the nature. When society is caught with key words of the "information", "community", "environment", the general idea of the "link (connection)" ---which can be said as common general idea of the three key words as well--- will be the most important as an ideology of the individual behavior from now on. We want to state that general idea of the "link (connection)" as a fundamental principle of thinking when a plan does "the library" which is the typical facilities of those to process information.

A role as KANSAI-KAN OF THE NATIONAL DIET LIBRARY

The preamble of the national National Diet Library law : "The national National Diet Library stands for the conviction that truth sets us free, and makes the matter that it contributes in Japanese democratization to pledge a constitution, and the world peace a mission ...."

• The formation and raising of "the wisdom".
  A library as a facility which raise the "wisdom" which it makes use of "information" for and which enlightens it.
  
• Accumulation, regeneration, storage, opening to the public of the "information".
  Interchange with the society, world by opening to the public of the "information" (A position to build the network of the library.)
  
• The succession of the "information" as the culture and the civilization.
  The succession of the universal culture and civilization beyond the generation.
  
• The sufficiency of the needs to want to remote-access to "information"
  The expansion of the service range by the correspondence to demand for non-visiting-using of the library.....

There is a role such as accumulation / preservation / regeneration / interchange / opening to the public of the culture, civilization as a fundamental function of the National Diet Library. "Information" as the contents of the library is only material for the new creation, and it is the "wisdom" which does a creative act to be worthwhile, and originally, the raising / catalyst of that is the role of the library. "Information" and "wisdom" are the general ideas to belong to the really different dimension. In the present conditions which are full of the information, the importance of an act increases --- to pick out information, to use / processes information suitably, and to tie information to the creation, ---. "Wisdom" is created due to the interaction with the "information", "community" and the "environment". This library play a part as the catalyst / enlightening facility of the creation of the "wisdom". As a public facility, a facility of "the wisdom" which faced and opend widely in the national whole, we catch roles as an entrance to "the world of the wisdom" and roles as support of sprouts of the children's "wisdom" as its important functions, too, and plan it actively.

Various people are presumed as users of this library, such as general public / students, foreigners / researchers, scholars, and so on. Though their purposes vary by a class of each user, their main purpose is the acquisition of the "information". As for the form of the use, it is obvious to shift from the direct visiting to the use by the remote access by networking, and the main use of that case is access to the digital information < VIRTUAL USER >. This function is meaningful even if it is seen from the social situation or it is seen from the point of the expansion of a class of a user. But, on the other hand, importance of actual paper media and importance of the actual library as "a place" are the points which can be never ignored, too < ANALOG USER >. We propose the structure that satisfies the needs to look for the information infrastructure which it was equipped with well and that promotes the general public's use < DIGITAL USER >.

Concretely, it is conversion to the system that building is the 21st century to follow to the person from the system which is the 20th century when a person follows building that we propose. In other words, it is the "user" principle space system in which "a book" accesses to the place in the library where a user selected. As for the old-fashioned system until now that a person follows an architectural plan, this system makes a counter situation. And this is the basic general idea which network society brings.
